Bima Sugam, IRDAI's ambitious digital insurance marketplace, is approaching its most critical milestone. After multiple delays since its regulatory approval in March 2024, the platform is expected to go fully transactional by the end of September 2026, with motor insurance products likely in the first wave and health and term life policies following by Q2 FY27.

What Bima Sugam Will Do

Designed as the 'UPI of insurance', Bima Sugam is an open-architecture, regulator-backed digital marketplace that will let consumers compare, buy, service, port, and claim insurance policies from every registered insurer in one place. The platform is operated by the Bima Sugam India Federation (BSIF), a Section 8 not-for-profit company.

The key features include: easy product comparison across all licensed insurers on a single dashboard; an Aadhaar-linked e-Insurance Account (eIA) storing all active policies; paperless claim documentation and settlement; and real-time policy tracking including renewals and premium receipts.

Timeline and Rollout

The information hub website was launched in September 2025 by IRDAI Chairman Ajay Seth. Since then, development has focused on the transactional backend. Motor insurance products are likely to launch first by Q3 2026, followed by health and term life products by Q2 FY27. The phased rollout allows insurers to integrate their systems and test the platform incrementally.

Zero-Commission Model

One of the most debated aspects of Bima Sugam is the zero-commission model. IRDAI has indicated that the platform will not allow commission payments to intermediaries for policies sold through Bima Sugam. This could fundamentally reshape insurance distribution in India, where agents and brokers have traditionally been the primary channel.

The zero-commission push is designed to reduce costs for consumers and make insurance more affordable, particularly for protection-oriented products. However, it has raised concerns among agent communities and could accelerate the shift from traditional agency to digital distribution.

Public Insurance Registry

Alongside Bima Sugam, IRDAI is developing the Public Insurance Registry (PIR) — a consent-based data repository that will store policyholder information across insurers. PIR will enable secure data access, improve underwriting accuracy, and reduce fraud through standardised records. Together, Bima Sugam and PIR form the twin pillars of India's digital public infrastructure for insurance.
