India's motor insurance segment posted approximately 9% overall growth in FY26 on a base of Rs 1.08 lakh crore — a solid performance that masks an important shift in the growth dynamics between Third Party (TP) and Own Damage (OD) premiums.
The Reversal: TP Outpaces OD
For the first time since the post-pandemic recovery, motor TP premium growth (9.3%) slightly outpaced OD growth (9%). This is a reversal of the trend observed in FY24 and FY25, when OD growth led TP growth, driven by new vehicle sales and the replacement of comprehensive policies.
The shift is primarily supply-side driven: enforcement rather than voluntary adoption. With TP being mandatory for all vehicles on Indian roads, growth in TP premiums reflects the shrinking of the uninsured vehicle pool — a direct outcome of improved enforcement mechanisms.
Enforcement: The Game Changer
The enforcement landscape for motor TP insurance has transformed dramatically. Key developments include:
The integration of the VAHAN vehicle database with insurance records has enabled automated detection of uninsured vehicles. State transport departments can now cross-reference vehicle registration data with insurance databases in real time, generating automated penalty notices.
Challans (fines) for driving without valid TP insurance have been substantially increased under the Motor Vehicles Amendment Act. The combination of higher penalties and improved detection has created a powerful compliance incentive.
Digital verification at fuel stations, toll plazas, and vehicle fitness centers ensures that insurance status is checked at multiple touchpoints, making it increasingly difficult to operate an uninsured vehicle.
The Uninsured Pool: Shrinking but Still Large
Despite the enforcement improvements, an estimated 40-45% of vehicles on Indian roads remain uninsured or have lapsed TP coverage. This represents both a massive protection gap for accident victims and a significant premium growth opportunity for insurers.
The VAHAN database now contains records of over 350 million registered vehicles, of which approximately 200 million have valid insurance as of March 2026. The gap of 150 million+ uninsured vehicles — predominantly two-wheelers and older vehicles — is the long runway for TP premium growth.
OD Growth: Vehicle Sales Driven
OD premium growth of 9% was largely in line with new vehicle sales growth. India sold approximately 28 million vehicles in FY26 (including two-wheelers), and the comprehensive insurance attach rate remained stable at approximately 75-80% for new vehicles.
The OD market remains fiercely competitive, with new entrants and digital-first insurers offering aggressive pricing to gain market share. This competitive intensity has kept OD rate adequacy under pressure, limiting the growth potential even as the vehicle parc expands.
Segment Dynamics
Two-wheelers: The largest segment by volume but lowest by premium. Two-wheeler TP growth was driven primarily by enforcement-driven compliance among previously uninsured scooters and motorcycles. OD growth was muted due to high competitive pricing.
Passenger vehicles:> Strong OD growth driven by SUV sales boom. TP growth was steady, with the high base of already-insured vehicles limiting incremental TP gains.
Commercial vehicles:> The segment most impacted by enforcement, with previously uninsured goods carriers and passenger vehicles being forced into the formal insurance net.

Motor insurance growth is expected to remain in the 8-10% range for FY27, with TP growth potentially accelerating further if the proposed premium revision is implemented. The VAHAN integration and enforcement improvements have created a structural shift in the compliance landscape, ensuring that the 150 million+ uninsured vehicle pool gradually gets covered.
For insurers, the opportunity is clear: the combination of enforcement-driven TP growth and vehicle-sales-driven OD growth provides a stable, predictable growth trajectory for India's largest general insurance segment.
